LTO Suspends No Plate No Travel Policy – GMA News

The Land Transportation Office has suspended the “No plate, no travel” policy after LTO officials appeared before the Senate concerning complaints over the manner and slowness of releasing plate numbers to vehicle owners.

 
The LTO suspended the policy on Saturday, Bombo Radyo reported
 
The Senator last month said a 30-day moratorium on the policy will solve the problems hounding the agency which has been criticized by the public. 
 
Cayetano welcomed LTO’s decision, but said more needs to be done about the issue. 
 
“Ako’y natutuwa na nagkasolusyon, that LTO met with car dealers and tried to solve the existing problems,” he said.
 
“Pero kung kinonsulta siguro muna nila ang mga tao bago ipatupad ang polisiya, hindi na sana nangyari ito,” he added.
 
“While we commend LTO’s suspension of its ‘No Plate, No Travel’ policy, it does not end here. We know that the DOTC, among other agencies in government, are still riddled with several problems that cause burden to the people. That is why we will continue to guard the public against any government inefficiency,” the senator said.
 
The policy penalizes a motorist caught driving a car with no license plates by a P10,000 fine and owner must pay up to P5,000 if a vehicle does not have updated plate numbers.
 
Earlier, LTO chief Aljun Tan defended the policy, which took effect April 1, saying his office was never late in issuing plates for newly-registered vehicles.
 
Automotive industry stakeholders disagreed with the LTO official, saying the backlog was also caused by LTO when it was closed during the Christmas break and did not process registrations from January to mid-February due to a systems upgrade.   Rose-An Jessica Dioquino/VS, GMA News

What to do when your LTO plate is lost or needs replacement

We have been receiving requests for the manufacturing of lost plates so we want to advise everyone the steps in requesting for duplicate plates from LTO.

If your vehicle plates are lost or needs replacement, you must report the loss/need to replace in LTO.  They can issue an Authority to Use Improvised Plates while the official LTO plates are not yet available.

Here are the steps:

1. Prepare a notarized Affidavit of Loss

2. Go to the LTO office where the vehicle was last registered.

Duplicate Plates/Replacement Stickers (MC 90-120; Memorandum dated December 15, 2003)

Requirements
Certified True Copy of Certificate of Registration/ Original Certificate of Registration (CR)
Certified True Copy of Official Receipt/Original Official Receipt (OR) of latest payment of MVUC and other fees
Affidavit of Loss/mutilation
Duly accomplished and approved Motor Vehicle Inspection Report (MVIR)
Certification from the LTFRB that MV plates have not been surrendered, in case of for hire MVs
Secretary’s certificate in case MV is in the name of a corporation or DTI certificate of registration in case of sole proprietorship

Procedure in LTO:
1. Proceed to the transaction counters and submit all the required documents to the Evaluator for evaluation and computation of fees.
2. Actual inspection of motor vehicles with duly accomplished MVIR. (This form is available for download here. You can accomplish this form prior to transacting your business at the LTO.)
3. Proceed to the Cashier when your name is called for the necessary fees and obtain an Official Receipt (OR).
4. Proceed to the Releasing Counter when your name is called to obtain the Certificate of Registration (CR), plates, stickers, and other requested documents.
Venue: Any Online District / Extension Office

LTO should issue you the Authorization to Use Improvised Plates. This is usually valid for 90 days from issuance.

3. You can now order and use improvised plates while waiting for your LTO plates to be made.
