Update: Virtual Plate Numbers may vary from the Actual LTO Plates
Quick summary:
If your car was registered starting July 2016, the virtual plate number printed in your Certificate of Registration may be different from the actual LTO plates you will receive. The first letter will change from “A” to the letter assigned to the LTO Regional Office.

“More than a few people have reached out about some confusing plates that don’t match their OR/CR. So I reached out to the LTO and this is how they explain it:
“As agreed during a meeting with NRU (New Registration Units) prior to rollout ng PLATES:
It was agreed na all manufactured plates issued for MV Registered Starting July 2016 will revert to the previous assignment of series for regional office. All manufactured plate will represent their respective region based on their initial prefix letter

Why ang Region 1 is Y? Because instead of A whose series is already used, they assigned prefix instead is Y.
In this case, the ACX Virtual Plate, which was assigned in Region 1, the Manufactured Plate is YCX instead of ACX.
This applies to all region with assigned Virtual Plates.
Example
An ACP Virtual Plate which was assigned in NCR will be manufactured as NCP (to determine the Region where region the vehicle is registered.
As you can easily notice – all manufactured plate no longer bears the name of Regional Office under the Plate Number unlike before.
They can be identified thru the 1st letter of the plate.
As to documents (Plates printed in the CR no longer matches with the actual plates), they can go to their respective district office that issued the CR or the Regional Office, to annotate or initialize the corrected plate in the CR. Or they can also request for a screenshot of actual plate issued to the vehicle as supporting document to the “initialized” plates in the CR

They can have the CR reprinted in the LTO Office, para malinis.

So for now, we’d recommend that clients to remain using their conduction plates until LTO releases their official car plate.

LTO recently launched an online tool so vehicle owners can check if their official LTO plates are available.

You need to enter the 15-digit MV file number. This number can be found in the Certificate of Registration (CR) of your car.

LTO Plate Availability Schedule Per Region
To date (as of Aug 1, 2018), only plates from July 2016 until December 2016 are being produced. For NCR, only plates from July 1, 2016 until August 3, 2016 are being produced.

LTO Issues Standard Conduction Plate for Cars Registered starting June 1, 2017

Update (Mar 2017): Implementation of this memo was postponed from Feb 15, 2017 to June 1, 2017

LTO released a memo last January 11, 2017 related to conduction sticker plates that is causing some confusion to the motoring public. Here is all the information we gathered to help our customers and friends.
Last January 11, 2017, LTO issued a memo that the conduction sticker numbers will serve as temporary license plate numbers for vehicles. They also provided a standard design of conduction plates. All dealers are required to provide conduction plates that are reflectorized and follow the standard design for cars registered starting Feb 15, 2017. We called the LTO Operations Division. They clarified that the new standard design is indeed required for vehicles bought and registered starting Feb 15, 2017.
Later on Feb 23, 2017, LTO released another circular deferring the implementation of the new LTO standard design to June 1, 2017. (see memo copy below)
So if your car OR and CR shows that it was registered before June 1, 2017, you are not required to follow this memo.

I registered my car June 20, 2017. Can I order a personalized conduction plate?
Yes, you can order Conduction Plates but only the LTO standard design. You must order and use the design similar to dealer-issued conduction plates. Our LTO standard Conduction plates are reflective and are compliant with the set guidelines of LTO.We discourage the use of other designs to comply with the set LTO guidelines.
I ordered a conduction plate from Conduction Plate Manila in 2016. Do I need to change my plates to the LTO standard conduction plate design?
No. The directive is only applicable to vehicles registered starting June 1, 2017. You can still continue using your Conduction Plate Manila plates until your official LTO plates arrive.
If my car bought after June 1, 2017 is not compliant, who will be fined?
Based on the memo, it is the dealer who will be fined. The dealer is responsible for providing the plate complying with the LTO standard conduction plate design.

What are Virtual Plates?

MANILA, PHILIPPINES – We have been getting a lot of inquiries on the Virtual Plates from our clients in the past few months. Here is a quick FAQ on the matter.
What are Virtual Plates?
Virtual Plate numbers are the assigned car registration numbers for new vehicles. Because of the delay in the procurement and production of the official government-issued plates in the Philippines, the new vehicles already have assigned plate numbers but the physical plates are not yet available. This will aid you in the release of the plate number in the future.
These assigned numbers are called by many, the Virtual Plate.
Where can I get my assigned Virtual Plate?
The Virtual Plate Numbers will be given to your car dealer. Usually, there is a certificate showing the plate number.
Can I have Virtual Plates made?
We do not recommend you to have Virtual Plates made. There is a regulation in LTO prohibiting the making of improvised plates and since the Virtual Plate is the LTO plate number, this will be considered an improvised plate. This has a corresponding penalty.
LTO Issued me an Authority to Use Improvised Plates. Can I have a temporary plate done?
If LTO issued you an Authority to Use Improvised Plates, you can safely have virtual plates made.
If the production of Virtual Plates is not recommended, can I still have conduction plates made?
Yes, you can still have your conduction plates made. Conduction Plate Manila makes reasonably priced conduction plates.

LTO removes expiry of temporary license cards
To those who renewed their driver’s license this year and have yet to receive your plastic LTO cards, no need to worry about the impending expiry. You can still drive legally even if the validity stamped in your license receipt has lapsed.

Memorandum Circular No. AVT-2015-1925
SUBJECT: Removing the 150 days validity period of Temporary Driver’s License in view of the shortage of license cards.
After a thorough discussion with the Regional Directors, Assistant Regional Directors and Heads of Licensing Centers, during the first quarter Director’s Conference held at Cagayan de Oro City last February 25 to 28, 2015, and after evaluation of the complaints regarding the delay of the released of the Driver’s License plastic cards both for the Non-Professional and Professional Driver’s License, due to the shortage of plastic materials used for the production of the said plastic cards, the following guidelines are hereby promulgated for the observance of all concerned:
1. The Validity period of the Temporary Driver’s License (TDL) shall be disregarded and the Expiry Date of the Driver’s License indicated therein shall be considered as the TDL’s lifespan/validity
period. No Violation for the Use of Expired TDL shall be charged until the issue on the shortage/non-availability of plastic cards is fully-addressed;
2. The availability of the plastic cards shall be made known to the public by posting a simple notice in conspicuous areas within the vicinity of the Licensing Centers/District Offices and Driver’s License Renewal
Centers (DLRC) for the information and guidance of the public. All Licensing Centers/District Offices and Driver’s License Renewal Centers shall provide a Telephone Hotline Number for the transacting
public to call for an update/follow up regarding the date of release; and
3. All LTO Regional Offices shall instruct their Law Enforcers and deputized agents to refrain from apprehending drivers only on the basis of expired TDL.
All instructions/memoranda inconsistent herewith are deemed superseded and/or otherwise modified accordingly.
This memorandum shall take effect immediately.
